If the number rolled is higher than the skill variable's current level then continue until the next time to check it, where it will check against a higher value each time until it succeeds and the value goes up. If the number is less, Add new, better skill, remove old skill. Maybe a percentage chance of an increase based on the variable total. Then maybe having another common event or script run a check on the variable. I'd see about having the skill use run a script that adds points to a variable linked to the skill.
